pictures do not rotate after pressing rotale left or right

When i look at the pictures in a folder or in slideshow
mode i have the option rotate left or right.
But when i press one of these 2 buttons, nothing happens !

what is causing this and how can i solve it ?
 
Try the following. Click on Start, click on Run and type the following in
the textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI...
