Picture to PDF Converter

I have now found a text to PDF converter and thank all of you who
helpted me with that. But now I need one that will convert just a
picture it is a scanned picture to a PDF document. If you could help me
that would be great. Thanks for any help you can provide.
 
The prog I said would work in the other thread does this.
