How can I resize a JPG file so that the picture will be 2" by 2"? I
have both IrfanView and PIXresizer, but they don't have (or I haven't
found) any dimensions in inches. Can I do this in either of these, or
any other freeware?

I want to take the resulting file to a local store for printing.

Thanks for any guidance.

Irfanview can do that. Open the JPG. Go to:Image-Resize/Resample, under
"set new size" there's a "units" selection option.
At least that option is available in version 3.92.

Irfanview/Image/Resize - check Units: Inches
If original length does not equal width, you should crop first.

Usually the printing store can (and does) take care about such things.

Sounds like you first need to know the siz of the shop print.
Say: 6 x 4. You could then choose to make a square image and
stick together 3 x 2 to fill a sheet. The resulting image
(however big) would then be printed at the right size n the
store.
