Picture paper

I'm new to printing photos so this may seem a silly question, I've bought
some Kodak Ultimate Picture Paper on the box it is 10 x 15 mm or 4 x 6 inch,
after making several mistakes I messured the size and its 10.2 X 16.5 which
seems to be way out, is my packet mislabeled or is the paper always this
much bigger than claimed and you have to trim it?

The typical 4x6 inch photo paper I have is actually 10.14x15.15 cm, give
or take 0.010 cm. My printer is designed for borderless prints.

What you have there is 4x6.5 inch which is designed to fit all printers,
including older models that required a half inch tab that was removed
after printing.

You can thank Kodak for that one.
 
I find it's best to use A4 paper, print three images per page, and invest in
a proper cutter from an art shop to cut them out.
