Picture files : .bmp's and jpg's etc

Can someone provide an explanation, maybe a pointer for me to understand
this:
( This is always the case and it's driving me CRAZY.!!)

I have a jpg file 113kb. I want to modify it. Some tools are in paint,
others in other apps I have, so I modify it, resave it, open it with the
next program, etc, HOWEVER,

If I open it with Microsoft Photeditor and check the file properties (I'm
doing this as I typing here) it shows that the file is 1792 pixels wide by
1173 pixels high - resolution= 300bpi, so file = 5.97 in wide by 3.91 inches
high. Fine. Now I want to modify it so I use MS paint. I check the
properties THERE and it shows the same pixel count , BUT it is 14.93 inches
wide by 9.78 inches high .
It makes it tough for me to cut / paste etc since the pictures don;t appear
the same at all.

I want to know, when I print this file , how big is it gonna be ? Why this
discrepancy ? Paint has a fixed bpi ??? It's not a fixed variable , like 3
times the size etc. (300 bpi vs 100 bpi). It's a factor of 2.5008375 ??

Any " simple " feedback appreciated. I'm not a media guru, just someone who
gets stuck modifying family pictures etc and would like to figure this out.

Photo Editor uses the described printer resolution 300dpi since it is supposed
to be a printer tool paint uses the default screen resolution, about 120dpi
for 1024*768display the photos are about the same size, 5.97 * (300/120)
=14.93
Shift right click the .jpg file or the .bmp file and choose open with, and
open them in the same application as the other, then the displayed image will
be at the same scale.

It may not be on my PC. I'll be at family's house and they'll ask me to do
.... something on their PC. By default they have the basics MS paint etc.
So that's why I get stuck trying to work with what they have. If it's a big
file and i want to take it home - they're on dial-ups so then it's another
trip for me to get the file back to them 'cuz it takes too long for them to
download, or exceeds their quotas etc etc. I'd like to "just do it there". I
don't want to be a pro - just fix it and be done with it.

Yeah,
I suppose that I could just leave my CD's in the car and install it whenever
needed , but I thought that it might be ILLEGAL for me to install all my
stuff on friends,families' PC, aside from the fact that I didn't want to be
bothered doing that - it's nieces,nephews,aunts, uncles etc. It must have
happened to you folks out there : now everyone's getting a digital camera
and doesn't know how to do anything except hook up the cable to the USB port
(and sometimes they're intimidated by that)

Remove it when you're done. Or install "evaluation" versions.
 
It's a shame a program called PhotoVue Plus 6.5 has not been updated since
1998. I still use that program for all my image file viewing.

Make that 3 votes. It is the best graphics viewer available but make sure to
also get the allplugins file while you are at it.

I absolutely love Irfanview myself. The only drawback is.... it's a viewer
only (okay, so it allows modifications to images, but not the same kind as
graphic editors such as Micrografx (incidentaly, my favourite)).

True. It is a viewer with limited editing capabilities, but like I said, the
best viewer around and it will do what the OP wants. I took Micrografix out
years ago in favor of PaintShop Pro and Photoshop, but to each their own. Use
whatever you feel comfortable with.
