picture and data question

I want to have a picture under the data so I can enter data and have
both print out.
I have the picture in the workbook.
Now I need to enter data over the picture. I am sure there is something
simple I am missing, but...
How would I manage to do this?

The only way to get a picture behind cell data is to format the sheet
background with the picture. Format|Sheet|Background... then insert
the picture. Unfortunately the whole sheet is filled with multiple
copies of the picture.
Pictures float on top of the cells, so it might be better to place a
text box over the picture instead.

This is not an ordinary Excel feature, however you might work-around by
doing your range of cells off to the side, then doing Copy of that range,
and Ctrl-Shift-Edit > PastePictureLink and drag it to placement over the
picture.

Another is to print the picture first, then put the paper back in the
printer and pring the data over it.........
