PICPMON.EXE will not close (follow-up)

Help...earlier today I posted the message at the end of
this post but I forgot to add that this problem not only
stops me from accessing the web, but it has terminated the
operations of some of my programs. Example, I
cannot "burn" a file to a CD anymore. A google search
only shows that there is a substantial problem with this
PICPMON.EXE which has effected printers, modems &
programs. A search on the Windows home page has "Zero" on
this application.

A Google of Picpmon.exe brings the information that this is connected
with modem drivers. I have no idea why installing a scanner would make
a difference or have anything to do with modem drivers, but you've
obviously hosed something. First try and do a System Restore to before
you installed the incompatible hardware. If that doesn't work, you can
try to replace damaged system files by going to Start>Run and typing
"sfc /scannow" without the quotes. Note that there is a space between
"sfc" and "/scannow". Have your Windows cd ready.

If none of that works, you can try a Repair Install. If the Repair
Install doesn't work, from the description you've given I'd say you
should just format the drive, clean install Windows, reinstall drivers
and programs from cd's, restore data from backups.
