picpmon.exe has encountered a problem

Does any one know how to fix the problem when upon hard
boot up a window appears that says "PICPMON.EXE has
encountered a problem and will not close" send data to
microsoft or do not send data to microsoft. This problem
has eliminated my access to the internet so forget the
help from microsoft.

I have Windows XP Pro and installed my 2 year old scanner
and software (not designated for XP) and this is when the
problem occured. I deleted the software and disconnected
the scanner (using control panel & retaining the shared
files).

Any help on this PICPMON.exe problem is greatly
appreciated. Thanks
