Your question doesn't make any sense. Photoshop Elements *is* a program.
If you have it installed, there will be a shortcut to the program in
your Start>Programs menu and possibly a shortcut on your desktop. It
isn't part of your operating system (Windows XP). If you want Photoshop
Elements and it isn't installed, you'll need to go to the store and buy
it.

First, note that the words "application" and "program" are almost synonyms.
Photoshop Elements is both an application and a program, so the program that
you access Photoshop Elements in is Photoshop Elements.

You access it as you would access any other program: you double-click its
exe file, or a shortcut to it. Shortcuts can typically be found in Start |
Programs or on the Desktop.

But have you installed Photoshop Elements? Perhaps you expect that it's part
of Windows and think that you have it automatically. If that's what you
think, sorry to tell you that it is not only not part of Windows, it's not
even a Microsoft product. It's a product of Adobe, and has to be bought
separately.

In addition to the answers of others, Adobe Photoshop Elements is
typically supplied with many common scanners, digital camera gear,
etc. If not presently installed, look in the utility cdroms that
come with such equipment. Otherwise, one needs to buy it from a
software store and install it.
