Photos HUGE, am I able to downsize?

I'm new at sending photos via the net and am getting
complaints from receivers that the photos are huge,
unviewable, and taking up way too much memory. Could
someone please let me know how to reduce an image (both
in size and memory) before sending it.
 
Use MS Paint or MS Photo Editor to resize the picture and to save them as
jpg-file.

Another option, which many recipients will prefer, especially those on
dialup/slow connections, is to upload your photos to something like
DigitalFridge or Shutterfly or something and just provide a link in the body
of your message. Much nicer!

Use a format that includes compression, like JPEG. Don't send 24-bit
bitmaps or use other uncompressed and natively huge image formats.
XnView is free and will let you convert and resize.
