Photo's from the internet on my PC

About 2 or 3 months ago I started to notice little squares
in the photo's I have posted on the Web and also ones I
view on the web. I am not sure it is a windows problem or
my ISP or with my machine, but it is annoying and would
like to figure out what is wrong. If I view them from the
hard drive everything appears to be ok. I am using an
athalon 1.8GHZ machine with the correct/latest drivers for
the monitor and video card. Anybody have any idea's or
have experieced something similar?

Are you using one of the high
speed dialup connections like
NetZero?

Yup that's it. I am using ATT and had there accelorator
on. I switched it off and the pictures are now just
fine. Thanks for the info.
