photos disappear on export to HTML

As a volunteer I run the web site for a school based science fair. I use an
attachment field in Access 2007 to include photos that are to show in a
report along with project names, schools involved, placings, etc. I want to
use the report to create HTML web pages showing each entry with its attached
photo. Since many of the students may be using dial-up, I want to use HTML
instead of .pdf. The report shows perfectly in the print preview. If I
export the report to .pdf it exports as it should, but if I export to HTML or
to Word all of the attached photos disappear.

Does anyone know how I can get the report to HTML and still keep the
attached photos?

Snapshot and the new PDF option are the only Export options that retain
anything graphical.
