Design the link bar in PhotoDraw and save it to a folder *outside* the
web folders as a .gif or .jpg as appropriate.
Open the website in FrontPage, then File->Import the link bar (or
drag and drop from Windows Explorer into a folder in FrontPage).
Use the Hotspot tool to add hyperlinks.
Age does not matter, if the program does what you want and is easy to
use. For the web I still use Microsoft Image Composer 1.5, which came
with FP98 (in 1977).
There is also Paint Shop Pro (I use V7 ), Photoshop, Photoshop
Elements and many others.
"easy to use" is the key here. PD does what I want, but for me at least, it
seems difficult to use. Maybe all graphic apps are difficult to use though.
