Photo Story 3 Installation issue

I downloaded PS3, but when I try to run the installer as soon as the Photo
Story 3 Windows Setup Wizard window comes up I get the following error window
pop up:
"Error 28000.Generic custom action error."

Clicking OK goes to finish, and says no changes have been made.

I have verified Genuine Windows Software, and an using a 3.06 GHz proc. with
768 M Ram, and have XP-2 with all upgrades except EI-7. I have installed
Direct-x 9 and have Media Player 11 installed as well.

Somehow I did not find the 28000 error in searching threads. Thank you..

The culprit did turn out to be the allusers documents directory which needed
admin set to full control as well as system set to full control..
