photo resize for e-mail

We use to be able to click on the e-mail tab to send a photo and a window would open asking if we would like to re-size
now when we do this we get windows messaging setup wizard and can no longer send an e-mail , what is wrong ? and how do we rectify this
we have tried restore

Try running this from Start | Run | Type > regsvr32 shimgvw.dll

Click on Start, click on Run and type the following in the opening textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI...
