When I have the Gallery in the Design the Pictures show up, when I go to Preview, or Publish
the pictures do not show, they all have the X on the square
 
Have you imported the images into a location
in your web with the web open in FrontPage??

It sounds as if you have linked to images that are in a location
outside of your web.

My experience is that when you selected the pictures for
your page, you either didn't have them in the web site
that was first opened in FP or you selected them from
another folder in you PC outside the web site. Check you
html view to be sure the picture src just shows the
picture location to be in the web site location.
