To create an 8x10 from a 5x7 some cropping
will be necessary. You cannot simply *stretch*
the 5x7 into an 8x10. This is because the aspect
ratio of the two sizes is not the same.

If you use the Windows XP Photo Printing Wizard...
it will AutoCrop the image to fit. Just right click
the 5x7 file and choose Print. The Wizard should
open. On the Layout screen...choose 8x10.

If you don't have a high enough resolution 5X7 to start
with (preferrably 600dpi), you probably can't enlarge it
to an 8X10 without the image becoming distorted
 
I don't think he needs 600 ppi in his 5x7, and it's unlikely he has that
much anyway unless he's scanning it directly. If his 5x7 is 300 ppi or so,
it should print fine if cropped and resampled for an 8x10, that still gives
well over 200 ppi which most priners will do fine with.
