Photo Editing Software

I am looking for a piece of software that I can use to remove either the
subject or the background and insert whatever I want into the picture. Is
there anything available for free that I can use to do that?

Gimp will do this. The upside is that it'll do exactly what you want.
The downside is that there's a steep learning-curve. It's practically
as sophisticated as Photoshop but uses a "non-standard" interface.

p.s. I poked around XNView and IrfanView but couldn't find any masking
or layering tools...anyone?
