Photo Attachments

I use Outlook 2003. Frequently I will receive emails with photos attached.
Most of the time the photo appears embedded in the body of the message.
Sometimes, however, I have to double click on the file name for the
attachment, which opens Picture Manager, in order to see the photo. If
there are several attachments, I have to repeat the process for each one.
Likewise, if I create a message and attach a photo the receiver has the same
problem.
Is there a way to open the photo attachments when viewing the message and/or
embed them in my new messages?
FYI, I don't remember having this problem previously when I used Outlook
Express.

Outlook will show pictures as attachment when they were inserted as
attachment by Insert-> File...
Outlook will show pictures as pictures when they were inserted as pictures
by Insert-> Picture...
