Phoning software?

Yes, software. Is there no such thing? I recall trying something years
ago with modem and headset, connecting through a web site where one
could register and be reached--don't recall if a land line could be
contacted.

Alternatively there are products such as packet8
<http://www.packet8.net/index.asp> that I'd love opinions and
recommendations on, but that exceeds the scope of this newsgroup.
