Phone has sounds like a fax for incoming calls

can phone out with no problems but when my PC(XP) is on but not on line I
find that incoming calls have this sound like a fax machine intermittently
and it stops after about a minute.
Very disconcerting to the caller and I have to tell them to hang on a minute
before it clears.
I feel it is something to do with my PC
Any ideas?

I presume you are on broadband or ADSL. It sounds like a fault with your
line filter, try a new one. If it persists after putting in a new line
filter then contact your phone company to check your line as there should be
no data noise if your line filter is working correctly. Also double check
by unplugging your PC from the phone line and seeing if the problem still
persists, if it does then it is external to you and you should contact your
phone company.
