"Phantom" printer detected every restart

Windows XP indicates that is has found "New hardware -
printer" after every restart. This happens even if no
hardware is attached to the computer. Obviously it cannot
complete the install or find the appropriate drivers since
none exist. Activating the checkbox which says if checked
it won't ask again, has no effect. How can I get this to
stop happening or find out what causes it?

I checked into the link specified but it avoids the
crucial element to my particular problem.
It doesn't address that the intstallation does not know
what type of printer it is trying to install. Since this
type of printer doesn't even exist, there is no hope of
ever being able to manually direct the wizard to finding
the appropriate driver. I also have an HP722 printer
which the wizard does recognize as an "HP722 printer"
this installs just fine. I can also uninstall this printer
and disconnect all devices from the computer. After doing
so, I reboot the machine and again, the wizard pops
claiming to detect "New Hardware Printer" (note that it
has no idea of what kind of printer this is) and wants to
install it. Of course it can't and then I check the box
telling it not to ask about installing this hardware again
which it of course does anyway.
