phantom files on desktop

Every now and then, when I close Outlook express it leaves behind a desktop icon to a file that is simply named "~" so the system does not recognize it. It's actually a copy of my OE address book. When I rename it with a *.wab extension, it open right up and sure enough there's my address book. This is a new PC with XP Pro and Outlook has never beet set up, only OE. It's happened on 2 other PCs that use win2000 Pro. Must be some setting I have. Anyone have a clue?

This is a side affect of a recent microsoft hotfix which
one I don't remember. I'm sure there is a fix to fix the
fix under way.
