Personalizing Windows Update

I am using the Windows Update function under Tools. In
the Windows Update, there is a link labeled "Personalize
Windows Update" which allows categories and updates to be
checked/unchecked.

On one machine of mine (running Win2000), this works
fine. On another (running Win98SE), the SaveSettings has
no effect after exiting from IE. Upon re-runing IE and
Windows Update, all updates are listed, including those
which I had just unchecked in the Personalize section.
None of the changes remain.

Any idea how to get the changes to "stick", other than
clicking the obvious SaveSettings button?
