Personalize Windows Update

When accessing the Windows Update site

http://v4.windowsupdate.microsoft.com/en/default.asp

The 'Personalize Windows Update' menu item is grayed out.
I want to download updates in a batch for later use and
need to use this menu item. How can I 'un-gray' this menu
item?
