Personalising PowerPoint

A client has built a highly professional add-in for PowerPoint and wants to
be able to slightly modify the look and feel of such things as drop-down
menus, icons for folders, design of the outline panel, etc. to reflect his
branding.

I don't believe this is possible. Am I right?

If I am wrong, what sort of expertise do I need to find?

You might want to have you client talk to author of the add-in to see if the changes could be incorporated.

I suppose if the client has enough money, Steve Ballmer might be happy to do
lunch and entertain the notion of a customized PPT version, but short of that,
I don't think there's any way to re-brand PPT's UI.
