I have a shared calender; sometimes items are - by mistake - marked as
"Personal"

how can I disable the option to mark an item as "Personal" , so it can't be
used again ?

Take away the users who "by mistake" click the Private button or....

Teach them what it does and explain when they should and shouldn't use it.
