'Personal Folders was not closed properly

After starting Outlook 2003 (SP2):
The data file 'Personal Folders Bill' was not closed properly. The file is
being checked for problems.
Takes 2-3 minutes and is very, very annoying.
Why does this keep happening. I performed a ScanPST repair and software
repair.

I keep getting this as well. Outlook SP2 closes normally and does not show
any signs of a problem. Yet the next time you open outlook, it gives me the
error you stated and checks my PST. It only takes a few seconds for me, but
still is annoying. Anyone know of a solution?
 
I don't think thats the case for me. In my process list, outlook does not
appear to be open. The outlook icon is not in the task bar, and I don't have
any delay or problems opening outlook. I just get the message occasionally.

That's a big help for some of the problems,
BUT, when Outlook is not loaded (as shown by Task Manager | Processes), I
can right-click a file and send-to when the Outlook Send form comes up all
OK; I click on send and all is OK. But then when I open Outlook, I get the
Notice "Operation Failed!". So I using Task Manager I delete the process
and the Outlook opens OK. What does the Error Notice "Operation Failed!"
appear. Same reason???

Have you tried Help>Detect and Repair?
