How do you import old personal folders and their email
content into Outlook 2000 (XP) from no-longer-used Outlook
Express 6.1?

OE6.1 doesn't exist so you can't ;-)

For existing versions of Outlook Express;
In Outlook choose File-> Import and Export...-> Import Internet Mail and
Addresses
