Perplexed Remote attempt

In my home I have a desktop wired and a laptop wireless.
From the laptop I can initiate a RDP to my desktop with no problem.
From My desktop I cannot RDP to the laptop. I get connection failed errors.

Can someone point me in the right direction?

It could be the firewall. Can telnet port 3389?

When I try to telenet port 3389 it says connect failed
When I turn off firewall I get the same results
Reviewed network setting remotedesktop is set for port 3389

Try clean boot on both computers and then telnet 3389 again

It is not the laptop
I can RDP from the laptop to my desktop
I cannot RDP from the desktop to anything.
I reset firewall
What is odd I can not telnet port 23 or 3389
