Perpetual "Please wait while Setup updates your configuration files"

How does one clear the [flag/key] which causes Setup to
update configuration files on startup? Where is it?

Because some setup was botched--I suspect by Norton
Antivirus-- I cannot do anything with this client's
computer--no system restore, no windows updates, no more
installs whatsoever. (So I can't reinstall NAV and use
Add/Remove Software to remove it.)

I've configured the computer down to Explorer and Systray
on startup (had to rename ptsnoop). MS Tech support says
all that's left is the clean boot error detection process
to find the entry in system.ini or win.ini.

I'm thinking of going through the laborious NAV manual
removal process, but that's just as time consuming. Can
anyone think of a more direct approach?

Use the above utility to remove all traces of a previous version of Norton AntiVirus.
