Permissions

I am getting increasingly frustrated with the pemissions. Last time I
asked
about this on this NG, I was told that I was probably trying to make
a
change that I shouldn't make. I was not. I am not now. I own the
computer
and I am trying to relocate files that I have created myself. The
User
Accpount Control checkbox is unchecked. I can't believe this
restriction
exists as default for the ordinary off-the-shelf computer. What can I
do?

PS On a different - but ultimately related - issue (formatting an
external HDD) I have just been told by my computer that I do not have
'sufficient rights' to perform such an operation. What society are we
living in, Maoist China, or something....!!!!!?
 
If you really want to access your
pc without dealing with UAC, go into your user accounts through the
local users and groups submenu of the system.mmc snap-in. Activate the
built-in administrator account, and use that account, UAC is bypassed in
this account.

Can you give me an idiot's guide as to how to do all this?
