I tried to share the root c drive and still can't access any folders on the drive

The easiest way is to right click the folders on each client machine you
want to share and click on sharing and security. XP will then set the
appropriate permissions. For our home network we simply share the root of
each C drive. XP gives a warning to you about sharing the root of the
drive. Since we are all family here it is no biggie as far as we are
concerned.
That is the easiest way I've found after setting up 3 different "home
networks" where user integrity was not a question. This may be acceptable in
your scenario as well.
