You do not have the ability to set fine-grained permissions in XP Home
the way you do in Pro. Instead, use MVP Doug Knox's Security Console or
the Microsoft Shared Computer Toolkit.

For NTFS file permissions, the security tab is visible only if you boot
into safe mode.

Windows XP HE is very limited to setting user level permissions, it really
only supports 2 types of user accounts. "Limited" and "Administrator".
You can gain granular access to files and folder security settings in safe
mode but that's about it.
Now do you mean RIGHTS or Permissions?
