permissions with nero

1.How can i set up permissions for a "power user" to use nero v6.0
I checked nero's site & they wrote: only "administators" have rights to use nero!!
2.is any other program that i can use (for copying or creating cd-dvd's), compatible with NT permissions
than
 
I have never used Nero, but have read posts about their "burn rights"
