Permissions vs. Security

I'm unclear what the difference is betweent permissions and security. Maybe
someone can say it the right way and it will make better sense to me.

If I add joe (for example) to my permissions list for a resource on the
server, what is the security tab for?

....and if I add him to security, then what's the purpose of permissions for
that user?

it's just not clear. I understand it for the most part, but I hope someone
can help me understand better.

Are you talking about share permissions vs file and folder permissions?
They are all called permissions so it can be confusing.

Share permissions aren't as configurable as file and folder permissions
which work at a very low level. For instance with file permissions you can
set it so that a user can add a file to a folder but can't delete anything.
