I need to assign the modify permissions to the "c:\Program Files" to a
certain user group. How can we do this using Group policy?

Computer Configuratiuon / Windows Settings / Security Settings / File System
Right-click File System and press Add File.
Browse to the file or folder, select it and press OK.

In Database Security for ........
set the permissions and press OK.
On the Add Object dialog, make your selection and press OK.
