Permissions to Edit File Folder Types

Where do I change permissions, etc. to change the settings
when you open Windows Explorer, click on Tools, Folder
Options, File Types, File Folder.......I can't click on
the Change tab, even though I am an administrator.....the
problem that I am having is that when I open a folder, it
automatically goes to the 'search' feature instead of
opening or exploring and I want to change that. I think
if I can get access to 'change' I should be fine.
