Permissions on Home Directories

What would be the best permissions to put on a Home
Directory, or on something like a Department Share on a
Windows 2000 network? Currently our LAN/WAN team has
implemented their own permissions, but this disallows
users from creating a document in the root of their home
directory, they HAVE to create a folder and then put the
file in there. It also creates other problems but they
won't listen to anyone, so I wanted to do the research on
my own to find out.

I usually do:

Domain Administrators: full control
System: full control
<username>: modify

....on the NTFS permissions from the home directory folder for each.
