Permissions needed to set up sub-folder under Outlook BCM Group?

I want to set up additional sub-folders under the BCM Group. When I try,
Outlook tells me that I don't have the permissions required and to check with
the Group owner or the administrator. As a solo practitioner, I am
administrator.
I'm running Outlook 2007 with BCM on Vista.

BCM folders don't support subfolders.
