Permissions error when opening IE unless user is in Admin Group

When opening IE from a user account that is in the Power
Users group I'm getting an error message: "Windows cannot
access the specified device, path, or file. You may not
have the appropriate permission to access" and will not
open. IE will open fine if the user is added into the
Admin group though.
This computer has only been on site for a day and WAS
working when the user first logged in. Has anyone had an
issue like this? Unfortunately I suspect that the user got
some kind of adware/spyware or a BHO that's trying to
access or change something when IE is opened, and thus
getting denied but I'm hoping it is something else that
I've missed.

Based on your concerns, I would check the computer for adware/spyware FIRST
and eliminate any you find....

Other than that, I'm guessing you have the drive set up as NTFS.... if so,
locate the IE program (IEXPLORE.exe, most likely in program files) and check
the settings on the security tab. If the administrator is the only on
listed, add the groups or users you want to have access.
