permission to see, read but not to copy the files

Hi,
I have windows 2000 server and I like to implemente some time of security on
the files.

I like to give some permission to people to see, read, change the file, but
not copy the file.

File Auditing gives me information about access, denie of the files but not
if the user copied the files. When I meant copy of files is not open file
and do "save as".
I mean select a folder or a bunch of files and do copy and paste to the
destination folder.

Is there any way of doing it without useing terminal server??

Isn't there any way of blocking this??Or creating a log of what is copied
who copies it and to where????

I think you could accomplish what you want using an ASP/Web based
application to view/change the files.
