Permission error when trying to Run Form in Outlook 2002

I'm doing the SmartCertify A+ course and one of my assesments is to design a message form.
I get the form made ok, but when I try to run it, it says I don't have permission to carry out this procedure.
I've gone through all the menu's and help files on it, but can't find anything on this.
I'm using my own laptop with Windows ME, and I haven't changed any settings in windows or Outlook.
Can anyone please help with this, as I'm running out of hair to rip out.

What is the exact error message you are receiving? Can you give us a brief
description of the modifications you made to the form?

FYI, there is a separate newsgroup for Outlook forms issues --
