permananently delete "delete folder"

trying to delete all messages, prompt asks if want to permanently delete all
messages in delete folder, yes or no. click yes, but only deletes the first
message?

Messages may be stuck in the Outbox when you use Windows Mail on a computer
that is running Windows Vista

It also works on other folders.
