Periodic W32Time warnings

I am getting periodic W32Time NTP warnings.

"The NTP server didn't respond" and then "Attempt to set date prior to 1995
aborted".

I've tried different NTP servers and am still getting the warnings. They
appear anywhere from 15 to 45 minutes apart. I've recently installed ISA
Standard and UDP port 123 is open by default.

Is there any problems with this? Are there any thresholds I could adjust?
Is this not normal?

These are normal.
You should configure the server to report when time is adjusted.

I've seen this tip only it doesn't say where the log file is generated and
what it is called.

Will event 61 be generated only when logging is enabled, because I never get
an event 61 "The Time service synced time from time source".
