If one was to guess (and not just go right to the possibility it was the
end-user's connection/computers) - it could be that people are getting
larger files from the Microsoft download servers right now and over the past
few months. If I have a pipeline that handles 100 gallons/hour maximum I'm
okay when only 10 people want 10/gallons/hour. When 100 people all start
demanding the same 10 gallons/hour - without increasing the pipeline, those
100 people are just going to have to get their 1 gallon/hour or do without.

Now - that is just a guess - and where the pipeline actually thins would
also be an undetermined factor here - given the various paths things can
take to get to other locations in the world through the Internet.
It's a logical guess though - given the large service packs and full RTM
products that have been released and made available for download over the
Internet since April 2009. Just yesterday, I downloaded 20GB+ from what
should be Microsoft servers in one place and 5GB+ in another location. I
could see the download speed slow as the day passed and speed up during what
i would consider 'lulls'.
