Percentage Format in Report Sentence

Can I format a percentage a decimal place of 3 (i.e.
0.167%) in a report sentence containing other text and
control sources?
I have tried listing it as Format
(QuarterlyFee],"Percent",3) but it still comes up as only
2 decimal places.
In my query, where the calculated % comes from, I set the
properties to a percent with 3 decimal places.
 
You need to do this in the properties section of the
control. For instance if it is a TextBox, under the
FORMAT tab there is a Format field you can set to
percentage and just below that is Decimal Places, which
you can set to 3. If you do this on the control and leave
the query, as is, it should give you the result you want.
 
I have tried that and the paragraph comes across missing
data and in different spots (rather than being left
justified).
It doesn't even do the % 3 decimal places either, maybe
because I have a date formatted, dollar amount formatted
and other text in the paragraph as well?
ANY OTHER WAY?
