per-contact default outgoing SMTP account

I use multiple POP accounts within Outlook. How may I define which account
is used as the default for each contact? For example, I might define that
e-mails to family members should always go through account #1 and e-mails to
other friends should always go through account #2, etc. I realize I can do
this on a per-message basis, but I would like to define the per-recipient
default, so it is pre-defined and always consistent without me having to
click the "Accounts" drop-down every time. Functionally, it could also be
like assigning each contact to a category and then have a specific account
assigned to each category.
 
Outlook has no features to do that.

Wow, that is a surprising and seemingly simple oversight. Certainly if
Outlook can be configured to use multiple outgoing accounts and the outgoing
account can be changed just before hitting "Send" each time, it seems like it
would be easy to have that as a per-contact option. I guess it could get
hairy if a message is addressed to two people with different outgoing servers.

How difficult would it be if I wanted to write an add-in or customization to
handle what I'm looking to do? Would it even be possible? Has it already
been written by somebody else?

It would be difficult if not impossible in versions before Outlook 2007.
I guess it could get

Exactly. Another issue would be: What should Outlook do if the account for a contact record is not present in the current Outlook session?
