Pen 4 3.0ghz processor

I have a Pen 4 3.0ghz processor. It is about 6 months old.
It just started slowing down considerably. I opened task
manager and saw that it was spiking at 90% at times. The
graph looked like a heart monitor. There were no programs
running demanding such usage. Some internet pages would
not display either. Could the processor be going bad?
Or is there a maintenance task that could be attempted?

Any virus scanning program running? That's usually the cause. You do have
something running in the background.
