Two things to check:
1) Go into the client's Outlook and configure
the free/busy to publish 12 months of info.
Open Outlook
Select TOOLS menu
Select OPTIONS...
Click the CALENDAR OPTIONS... button
Click the FREE/BUSY OPTIONS... button
2) Try opening the mailbox in Outlook using
the ".../CleanFreeBusy" switch. The link below
will give you the instructions on how to use it. (Depending
upon your Outlook version):

/CleanFreeBusy Cleans and regenerates free/busy information.

All the Otulook configuration has been verified. All
parameters are the as on my peer's. I can see their busy
and available time while creating a meeting request, but
they (nobody) can see mine.
